Do not force Puerto Rico evacuees to reimburse the US Government

It has come to our attention that the US government is forcing Maria evacuees from Puerto Rico to reimburse the US government if they board a US government coordinated travel method. This is the wrong answer for our government to treat American citizens in this matter when they have no electricity or drinking water and won't have these necessary items for at least 4 months. We must stop this practice for US territories. Many of these people have lost everything and have no way to repay the government. The form that they are required to fill out is the DS 5528 which specifically states evacuees from foreign countries must repay the government. Our territories should not be included in this. We have always taken care of our own in their time of need and we should punish our fellow citizens now. End this practice once and for all!
