The Philadelphia Parking Authority is a political patronage organization that extorts residents of and visitors to the city of Philadelphia, and has a long history of well-documented abuses of the people that it was designed to serve. Not only do they charge outrageous fines for arbitrary offenses, but when they are in the wrong, which they often are, you must appeal on their terms to an unaccountable agency, often requiring the appellant to take on additional financial hardships, such as losing a day's wages, making it more expensive to appeal the fine than to pay it, even when the PPA is clearly in the wrong.
The PPA should be fully audited, investigated, and most likely dissolved and replaced with an organization that can enforce the city's parking codes without abusing the citizens that it serves.
