City of Swan WA uphold rules of proper planning to protect our aged and vulnerable

We, the undersigned, respectfully request that Hon Rita Saffioti  Minister of Planning, Hon David Templeman Heritage Minister and Hon Roger Cook Minister for Health and Mental Health reject the expansion of the privately owned St Jude’s Care Facility in a residential area of Guildford in the City of Swan

If plans for this expansion are allowed to proceed further, the safety of future aged care patients, dementia patients and the surrounding community is at risk due to poor planning decisions.

Parts of St Jude’s current facility in Guildford are being used as psychiatric hostels with no council approval. Some of these buildings do not even have building permits. Large parts of the site are operating illegally and antisocial behaviour incidents requiring police intervention are common. The designs for expansion fail to meet state and local planning policies.

There are so many reasons why this site is unsuitable for a high density dementia facility. The building design fails to include vital recommendations by dementia experts such as small home-like buildings, quiet outdoor spaces and a leafy environment. The proposed accommodation building is huge and outdoor areas are sadly lacking. The small patch of garden is next to a mainline railway and under the flight path. Noise readings from the site exceed state policy thresholds. Trees will be removed. This current design is based on quantity, not quality.  

The design for shared vehicle and pedestrian roads are dangerous. The high density and commercial nature of this facility will increase traffic near the notoriously dangerous crossroads next to the Woodbridge Hotel. There will be a massive shortfall in parking, adding to the current illegal parking problems on this small residential street.

The designs create alarming pedestrian hazards. Commercial scale service vehicles and emergency vehicles will exit from a narrow path between two family homes, onto busy East Streetnear to Guildford Grammar School. St Jude’s traffic assessment fails to show how emergency services could attend to the facility safely.

Heritage in this area Guildford will be obliterated. The streetscape will be changed forever. Approval of this commercial-scale facility in a residential zone sets a precedent.

We urge the Mayor and elected councillors of the City of Swan to stand with its residents to seek a suitable solution that provides the best quality of care while upholding the right to a safe residential area for people living the City of Swan. Expansion of an illegal facility in a residential neighbourhoodis not the solution.

Safety for all City of Swan citizens must be a priority. This must include the safety of the residents of the proposed expanded facility, who are often the most vulnerable in community.
