University Freshie Council 2019-2020 started this petition to University of the Philippines Diliman

FRB, also known as the Freshie Recruitment Ban, was a rule added to the University of the Philippines Diliman 2012 Code of Student Conduct that restricts students from joining organizations, fraternities, and sororities if they do not meet the one-sem (for organizations) and one-year (for fraternities and sororities) residency in UP Diliman. Likewise, this rule hinders students from practicing their right to organize and limits their opportunities to grow as true Iskolars ng Bayan.

The Office of Student Affairs (OSA) argues that the Freshies must first be given a time to adjust in UP Diliman before joining organizations. Furthermore, concerns regarding the applications in these organizations may have an effect on the students' well-being. However, the University Freshie Council strongly believes that the Freshies know well enough to discern on the actions that they will take during their stay in the university. The registered organizations in the University have been integral in the development of not only the school, but of its members, the community, and the society it belongs to. It is fundamental, as Iskolars ng Bayan, to freely organize and involve oneself in activities that promote personal growth and positive societal impact.

The University Freshie Council strongly condemns FRB, and is urging the UP Administration to abolish this ban. In doing so, the student body must be in solidarity in showing its disapproval for the Freshie Recruitment Ban. We are calling all members of the student body, especially the FSTs, to sign the petition to #JunkFRB. Every signature counts, and we must work hand-in-hand to achieve our goal. You hold the power to change the system. Let us work together to create an environment where we may exercise our rights and effectively develop as members of society.
