Many international students at the University of Rochester may be unable to return to the campus because of the impact of COVID-19. Currently, many US embassies are closed due to health concerns. Students from those particular countries will not be able to renew their VISAs. Therefore, they are unable to travel to the campus if their VISAs were expired. Another major concern is the unstable international traffic. As we know, countries or regions like China and the European Union have greatly reduced their number of flights with the United States. Dangerous exposure could easily take place in a crowded plane cabin, and the average cost of international travel had greatly increased ever since March 2020. 

Though online classes could allow international students to participate in UR education, it does not offer a complete experience. Many core classes, especially natural science majors, will require lab classes to assists learning and understanding. Online labs cannot replace real labs since you are not actually obtaining the data yourself. Coordinating students in different time zones can be very difficult not only because of the Jetlags but also the COMPLEX INTERNET SITUATION. Thus the efficiency and effectiveness of online classes remain doubtful. 

LUCKILY, THERE IS A SOLUTION

As a University with an excellent international academic reputation. The University of Rochester has many partner institutions around the globe. If the University can coordinate with its foreign partner institutions to allow international students of UR to study at their closest UR partner institutions for one or two semesters, those students will experience a full college education with teamwork experience, offline lab sessions, and etc. 

Such a solution can solve all the problems that are now troubling the international student community of the University of Rochester, and it has already been promoted by Cornell University and UIUC in a similar fashion. 

On behalf of the international student community of the University of Rochester, I am proposing that the University should consider coordinating with its foreign partner institutions to allow international students of UR to study at their closest UR partner institutions for one or two semesters.
