update the student code of conduct to disallow public hate speech on campus

Recently, on the same day as a sexual assault awareness event on campus, a student at the University of Arizona held up a sign saying "You Deserve Rape," and delivered a "sermon" in which he stated that sexual assault victims are responsible for their rapes.  According to University officials, this virulent hate speech does not violate the student code of conduct.  Knowing as we do that 1 in 4 college women report surviving rape or attempted rape, it is imperative that this type of violent, hateful rhetoric is not supported by the University.  We urge the University to revisit their code of conduct so that students who create an unsafe environment for others can be subject to disciplinary action.
