Have the University Of Arizona change its mandatory UA units requirement for scholarships

I am a freshman attending the University of Arizona. The requirements for several of the university's scholarships include that the student complete 30 units at the University of Arizona by the end of 2 semesters in order to receive the next payment. I made the decision to drop a course that I was not prepared for with the intention of taking it during the summer at UA. However, when I received the bill for $1,857.22 for the 4 week, 4 unit course that I could not afford without a loan, I intended to take the equivalent course at Pima Community College for $392.50. Unfortunately I learned transfer credits do not count toward the 30 units, so if I took the class at Pima I would not be able to receive the scholarship for next semester. I now have the "choice" of paying more now or paying more later. 

I am petitioning the UA to change its policy to accept (a limited amount of) transfer units to count toward scholarship requirements. Students should have more freedom to choose where they want to take their classes without the threat of losing their scholarships.
