People have other things on their minds than  participating in scholar activities (online classes included). Coronavirus has students worried. In other words, a student is not in the adequate setting to learn. The ”home” environment may not be ideal for many individuals who have paid their student fees to actually go to classes in person. Homes have many distractions and inconveniences (internet connection problems). Not to mention that some people may not have the technology required to participate in such classes. Keep in mind libraries are also closed.  Lastly, many students may not be able to learn adequately throw technological means (that’s why you have people writing their notes with pen and paper). Technologies have many distractions that can affect how you learn. This applies to many students. Many who don’t necessarily have ADHD or other “concentration” disorders. It’s one thing writing notes on a computer and another taking a class online. I personally did not sign up to follow online classes and don’t wish to be imposed this burden.
