Most vehicles on the road, and soon to be on the road do not have the ability to automatically stop when a slow moving or non-moving object is in front of them.  When drivers make human errors or have malicious intent, this results in accidents, deaths, and destruction.  Accidents might not all be prevented by this system, but countless lives will be saved, and millions/billions of money in property, automobile damage, and health care will be prevented.  

Furthermore, the issue with drivers using vehicles to mow down crowds or pedestrians the world over, will not be able to use a car with this system for their attacks.  We can't stop these attacks with grandfathered cars, but we can start now with this mandate to incrementally reduce the number of cars on the road that can be used as weapons.

The automatic braking systems are being put in more and more cars, but it needs to become a standard required feature to prevent accidents, deaths, and murders.
