Block cellphones ability to text in a moving vehicle.

Texting kills thousands of people on the roadway yearly. My mother was killed in a church bus accident March 29, 2017 with 12 others, because they were hit head on by a 20 year old texting and driving. People do not care if there is a fine that prohibits texting. The ability to text needs to be removed by upgrading the software on cell phones to shut off that ability when the engine of the vehicle is sensed and the cell phone would then switch to voice activation and not be able to be overridden. The user could at that point use a speaker phone or Bluetooth device, but not be able to activate anything with the keyboard of the phone. This would save many accidents, injuries and deaths daily on all our road ways.
