Part of HUD’s mission is to provide quality, affordable homes for all. The housing that HUD funds must be decent, safe, sanitary, and in good repair.

When inspections identify conditions that could cause a risk to the health and safety of residents, HUD requires property owners and public housing authorities to fix deficiencies that caused the risks. However, sometimes, HUD either is not aware of the risks to resident health or safety or fails to take timely action to mitigate risks. 

Many Paris Housing Authority units are currently in a slum-like condition. The PHA does their own annual inspections and pass themselves each year. HUD does an annual inspection but only inspects selected units which pass each year.

Tenants live with severe foundation problems, rats, roach infestations, bedbugs, and mold. Tenants are required to pay $300 for a second treatment for bedbugs. The PHA claims to not have funds for needed repairs but funds are used to give themselves bonuses right before Christmas each year and several PHA vehicles are kept for personal use, with gas paid for with PHA funds. This is a problem that has gone on for years. Petition the US government to correct it.
