Medicare Part D is an 'optional' prescription drug coverage offered to people on Medicare. Unfortunately, many people are unaware when first signing up to use Medicare that Part D is required, or one may face a penalty for late enrollment on their monthly premiums based on how long they went without prescription drug coverage. This penalty is for life currently.

Ignorance on the necessity of enrolling is not considered grounds for appealing the penalty.  While a need for a penalty can be understood, the duration is unfair. The penalty should be limited to a period of time related to the amount of time the Medicare user went without prescription drug coverage, but should definitely not be a life-long punishment.
