Healthcare is EXPENSIVE.
Insurance companies have to pay billions each year, and often resist paying for things they deem unnecessary. There has been a lot of heated debate over big single-payer systems and many of ideas - but I think this small step could go a massively long way to improving American healthare without upending the system. Though not the ideal scenario, it could even be implemented by insurers without government intervention. After all, they would be the beneficiaries of this suggestion.

THE THEORY:
Many large expenses could be avoided by preventative maintenance.

Things like regular dental visits directly lead to fewer cavities. Dietary training can reduce obesity and related health concerns like diabetes and heart disease. Regular primary care visits will reduce expensive trips to Emergency and admittance rates. Even regular therapy can prevent suicide, violence, and crime.

THE PLAN:
I suggest incentivizing preventative visits.

Instead of co-pays, have subsidized reverse co-pays where patients are paid cash on the spot after routine visits. Providers may even dock from this amount for late arrivals, encouraging promptness and covering the cost of missed appointments.

MORAL HAZARD
What about people milking the system?
Reverse co-pays would be managed and initiated by the PHYSICIAN'S OFFICE, not by the patient. Insurance companies would recognize if a patient was trying to enroll with competing Primary Care offices and deny coverage on the spot. Anything not deemed preventative by the Primary Care physician would still fall under regular copay rules. Preventative care visits would be scheduled ahead of time and preapproved by insurance.
