Currently companies with vehicles, for moving cargo, that drive through quarantine zones must obtain a permit showing that the driver is capable of inspecting their vehicle for Spotted Lanternflies. Pennsylvania authorities are conducting randomly decided roadside inspections on cargo vehicles for Spotted Lanternflies.

While the permit is helpful, it makes the assumption that a driver will conduct the inspection. The places checked seem randomized or at exit points, and this is not enough. A place of focus would be to have one or two police officers/ P.A. Department of Agriculture workers ,(in order to cover multiple shifts throughout the day) designated at every truck stop spread throughout Pennsylvania. These officials would require and help conduct the inspections of vehicles that stop at these truck stops. Truck stops are major traffic points and can have vehicles stay overnight, which makes them a prime place to conduct mandatory searches. Keeping these searches to just quarantine zones would only limit the chances of detecting Spotted Lanternflies which is why it should go beyond, and if the invasive species spread increases, nearby states should follow suit. 

This petition does not come from a place of malice or disappointment, as the P.A. Department of Agriculture has had a very difficult time handling the invasion of the species these past 6 years, and this just a change that should be implemented. If enough people sign the petition, maybe the P.A. D.O.A  will see this as a valid option.
