We are in support of amending Title 21 United States Code (USC) Controlled Substance Act.  We wish to remove this paragraph:  

c) A prescription may not be issued for "detoxification treatment" or "maintenance treatment," unless the prescription is for a Schedule III, IV, or V narcotic drug approved by the Food and Drug Administration specifically for use in maintenance or detoxification treatment and the practitioner is in compliance with requirements in §1301.28 of this chapter.

This subchapter (Title 21 Code of Federal Regulations PART 1306 — PRESCRIPTION) of the Controlled Substance Act directly relates to limiting the availability of treatment. This restriction to preferred providers and supervised clinics is the greatest limiting factor on access to treatment.  We are in the midst of an epidemic and all available providers should have all tools at their disposal to Treat the Willing patients who ask for help.  I am talking about the portion of the federal laws that limits the prescribing and administering Methadone and Suboxone under limited providers, facilities, etc.  It is the fuel that is the primary block to access of care.This is the reason why:

Hospitals tell patients "we do not provide these services"

Suboxone prescribers set up Cash Only Doc Shops

Why methadone Clinics can charge $120/week for $25 worth of medicine

Primary Care physicians are unable to begin withdrawal medication while further treatment is located

Inpatient Programs discharge patients who have been receiving daily suboxone without a prescription to continue use.

Jails do not treat inmates in active withdrawal

Jails do not provide MAT to inmates who were enrolled in a program at the time of arrest

 Controlled Substances already have the needed limits on prescribing. Medically Assisted Treatment (MAT) products could be prescribed without all these added burdens.   We need to make the treatment as easy to find as the abusable drugs..
