On November 25, 2015 the hip-hop group Wu-Tang Clan released their seventh studio album entitled Once Upon a Time in Shaolin. The lone copy was put to auction and purchased with a signed contract by executive Martin Shkreli. The album was later seized by the United States Government. In the contract there is a legal agreement stipulating that the purchaser of the album cannot be commercially exploited until 2103, although it can be released free or played during listening parties. 

Therefore I propose that funds should be set aside for an ourdoor drive in listening party tour across our great nation. Since the entertainment industry has been hit so hard, an outdoor production would give some much needed financial relief to the hard working members of our theatrical community. 

The United States Government should reach out to one of its private citizens, BIll Murray to be the master of ceremonies for this event. Murray and this work of art have a fictitious relationship that was dramatized in a Broadway play by Lauren Gundrum and Joel Esher. As a nation we are obliged to reach out to reach out to an outstanding citizen and should Mr. Murray accept he should be nominated for a Congressional Golden Medal of Freedom.
