Tens of thousands of lives are lost in the United States every year due to unnecessary gun violence, a result clearly and severely exacerbated by simple access to "pump-action," automatic, and semi-automatic arms.

The Second Amendment of The United States Bill of Rights is considered by the Supreme Court primarily as a codification of a preexisting "natural law" right for men to bear arms, a theory borrowed from the earlier English Bill of Rights. Thus a constitutional amendment specifically limiting access to most firearms is required to stop the majority of gun deaths in the United States.

We urge our representatives in Congress and our State Legislators to consider proposing the below amendment language to their colleagues so that we can begin to bring an end to the ongoing horror of gun violence in our country. We need either two-thirds of Congress' support or two-thirds of state legislatures' to introduce the amendment. Not both. So let's start talking about this.

We also want to let our representatives and would-be representatives know: we will support you if you endorse this legislation, or we will support your eventual primary challenger who does. Here's our draft language:

THE TWENTY-EIGHTH AMENDMENT TO THE UNITED STATES CONSTITUTION

Section 1. The second article of amendment to the Constitution of the United States is hereby repealed.

Section 2. The manufacturing, transportation or importation in or into any State, Territory, or possession of the United States for delivery or use therein of pump-action, semi-automatic or automatic firearms is hereby prohibited.

Section 3. This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by conventions in the several States, as provided in the Constitution, within ten years from the date of the submission hereof to the States by the Congress.
