On May 22nd 2021, our beautiful daughter Monika-Ivanna Lavigne was born in Zaporizhia, Eastern Ukraine. Monika, a US citizen by birth, is unable to grow up and spend time with her father, a US citizen who had to leave Ukraine in order to take a job in the United States to support and provide for his family. 

Monika can not travel without her mother, as she is only 3 months old and relies on her mother's milk.

We applied for my wife's I-130 petition to come to the United States on April 23rd 2021. 135 days ago. We have not heard back from USCIS, and the cases has not progressed at all since it was received.

This is due to the fact that US immigration law currently prioritizes employment, refugee and other special interest visas over family reunification visas and de-facto (but not de-jure) does not issue tourist visas to spouses of US citizens.

US citizens and their family members (especially in cases when children are involved) should be treated with the utmost priority.

The cost of maintaining two homes while only one parent is working is very high, and the psychological pressure of family separation has become unbearable.  

I petition the US Government to immediately issue Olesia Samsonova a tourist visa so she can bring Monika to the United States temporarily without intent to reside while the I-130 is in process and/or expedite her I-130 process, if not for her or my benefit but for the benefit of the child involved.
