The Somali people believe it's time Somalia had a universal suffrage. We firmly believe that its only through universal suffrage that fairness, equality and justice will be ensured, particularly for women, youth and marginalized groups within the Somali society.

The Arta reconciliation confrence in 1999 changed the political dynamics in Somalia; Clan elders were brought into the political process and the current 4.5 power sharing clan agreement was adopted.

The 4.5 formula gives equal quota to the four ’Major’ clans, and a half point to a cluster of what they consider to be ’minority’ clans.

During the 2012 federal (s)elections, the electoral process was in the hands of the Transitional Federal Government and the UN, who entrusted 135 clan elders sole responsabilty to appoint members to the Federal Parliment. Through this process, the women obtained a mere 14% of the seats, which paved the way for ’Womens Gender quota.

We blieve that universal suffrage will offer bright prospects for women to run and even be elected for office, in a society where matters such as women's rights is ignored.

The youth make up 60% of the population in Somalia, and unfortunately they do not have a voice in the current model of (s)election. The 4.5 formula discrimintes a substantial group of Somalis, not allowing them to have equal stakes in political participation as well as representation.

Hopefully, the attainment of universal suffrage will give birth to strong institutions that will: protect the interest of the citizens, promote equality, prevent abuse of power and create stability not only in Somalia but the entire horn of Africa region.
