There is a fundamental right for all citizens of the country to live in peace and harmony following their own individual personal religious faith without being inflicted by forced noise nuisance.
There is now a tendency to vie with each other and create noise by using horn speakers anytime during the day and night starting right from 4:30 in the morning and going through 10 in tonight or even later. This is just not permissible. No one can be given the permission to blatantly violate peace sanctioned by the Constitution of India.
Celebrations are not being objected to, as long as they are restricted to the premises of one's house or the venue of the event. However disturbing noise from these celebrations must not spill out of the premises on to the streets and atmosphere.
Thus, there should a total ban on use of loudspeakers in the open whatever may be the occasion.
With regard to long processions to mark social, cultural or political events, these may be permitted without use of loud speakers.
It is time the government takes serious note of this important issue and issue orders banning loud speakers.
