Name correction in Air Tickets should be flexible without any charges

Sometimes we book the air tickets with a minor spelling mistakes. It happens when we are in a hurry or in any urgent work or there is a chance of the flight ticket fares may be changed.
The Airlines are strictly prohibiting the name change.
Suppose if we book an air ticket for an infant along with the parents, if there is a mistake in the spelling in the name of the Infant, the air lines will not allow us to travel. As a result, the whole family has to cancel the trip as they can't leave the infant with anyone or they have to buy another set of tickets one for an Adult and another for the infant to travel.
If anyone travelling abroad, if there is a mismatch in the name of the traveler with the ID he is providing, he has to cancel the trip and may lose not only the money but the plan and time.
Most of the time we might not have sufficient money even to book a new ticket as the air tickets are very costly if the journey date is closer.
The Union Minister for Civil Aviation should provide an option of correcting the names with a valid identity proof at least at the time of taking the boarding pass or within some days before day of the journey (example: 7 days before journey date)
