SUBMISSION FOR CONSIDERATION BY UNGA-FOURTH COMMITTEE
Based on the recent developments in the political and constitutional relationship between the Netherlands (hereinafter: The Netherlands) and the Caribbean countries in the Kingdom of the Netherlands, as described herein, the undersigned kindly wish to submit this petition to your esteemed committee for consideration of such at the October 2020 meeting (under item # 13 of A/C.4/75/1) of the Fourth Committee and thereafter, in accordance with the allocation of agenda items by the General Assembly of September 18, 2020 (ref. to item # 61 in A/75/252) for the Seventy-Fifth Session of the United Nations (hereinafter “UN”) General Assembly (hereinafter "UNGA").

The petitioners request the United Nations General Assembly:
1. to reconfirm and protect the inalienable right of self-determination of the people of Curaçao, in consideration of the universal realization of the right of peoples to self-determination enshrined in Chapter XI of the UN Charter and article 1 of the International Covenant on Civil and Political Rights, as well as the actions of the United Nations to support the Declaration on the Granting of Independence to Colonial Countries and Peoples contained in its resolution 1514 (XV) of 14 December 1960, and the actions with respect to the eradication (of the scourge) of colonialism in all its forms and manifestations, as indicated in, but not limited to, the Program of Action and the Plan of Action for the full implementation of mentioned Declaration as respectively included in resolution 2621 (XXV) of October 12, 1970, and the Annex to resolution 35/118 of December 11, 1980.
2. to call upon the Government of the Netherlands to cease and desist its demand to implement any new Kingdom Laws which de jure or de facto undermine the right of self-determination and the self-governance (autonomy) of Curaçao, viewing the fact that there are other ways prescribed in the Kingdom Charter to undertake mutual action and cooperation within the Kingdom, such as those included in article 37 and 38, paragraph 1, of subject Charter.
3. to adopt a resolution to re-include Curaçao on the list of Article 73 (e) of the UN Charter, as was previously resolved for New Caledonia in 1986 on the basis of resolution 41/41 A, as well as for French Polynesia in 2013 on the basis of Resolution 67/265, after having obtained the recommendation of the Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples, which committee should also be requested to review the decolonization process of Curaçao since the dissolution of the Netherlands Antilles.
