STOP Parking Eye from governing ULHT car parks & sending unfair tickets to visitors/STAFF

Since November 2018, ULHT have worked with Parking Eye to implement an ANPR system to monitor it's car parks throughout it's hospitals.

The system is just not fit for purpose and this is hugely impacting visitors and staff in a negative way.

Initially, there were many problems with this system, where patients and visitors were being left to queue for up to 30 minutes in the rain and cold weather to pay for parking. People were complaining of poor lighting, no shelter, and poor instructions explaining the system. It affected disabled visitors who were having to walk further than they had previously, to show proof of their badge to avoid getting a "fine".

In order to stop this having an impact on visitors, ULHT made parking free for visitors, however, they did not feel that they needed to protect staff and allowed staff to continue to be negatively impacted by this poor system.

Staff were receiving fines every day, some up to 5 in 3 days, which then left them in a situation of having to appeal an unfair parking ticket. Staff pay for staff parking at the hospital, and yet were being fined purely for entering the staff car park whilst on duty.

To begin with, the facilities department would assist in squashing these fines as they were "teething problems", but 2.5 months on, and staff are having to appeal every ticket themselves on a weekly basis.

This means after finishing 13 hour shifts spent caring for patients and their visitors, they then have to go home to begin gathering supporting evidence, making numerous phone calls, sending emails, completing the appeal itself and then awaiting decision from parking eye as to whether they will clear the ticket. This is on top of the stress they deal with at work everyday. Expecting staff to appeal tickets daily to avoid being taken to court is appalling, as is the fact that this is being brushed off by ULHT as a "teething problem".

Staff cannot claim this time back that is spent sorting these tickets, some staff have incurred hefty bank charges through no fault of their own which they cannot get back, and still it continues.

Many staff members are considering leaving their posts as a result of this, and yet still nothing is being done to protect staff from this unnecessary stress. This is inappropriate and it was never an issue when the previous barrier systems were in place.

This nonsense needs to be stopped, and until ULHT can sort this situation once and for all Parking Eye should not be governing ULHT car parks and the cameras need to be turned off!!
