The UKFPO has made the decision to discount Education Achievements, namely additional degrees and up to two additional publications, from the Educational Performance Measure (EPM) from and inclusive of 2023. The EPM impacts allocations of foundation posts for junior doctors. Despite this decision having been made in February and published in November, no formal announcement has been made to the students who will be affected by this. This petition argues for the start date to be pushed back to 2026 for the following reasons:

1. There are students currently undertaking an intercalation year, costing in the region of £18,000, which will no longer contribute to their EPM. At the start of this year, students were under the impression that this year would contribute to their EPM.

2. The applications for medical schools closed in October. Many medical schools now only offer 6 year courses with compulsory intercalation year. This intercalation year will no longer contribute to EPM, and students may now receive offers they no longer want or need. By changing it to 2026 both students who have this year enrolled in the 5 and 6-year course will be able to graduate in the conditions they had originally signed up for. This includes students who have undertaken a previous degree and entered the course this year believing that their previous Educational Achievements would contribute to their EMP. Especially since for many people choosing to enter medicine as a graduate has brought financial hardships on its own. 

3. Next year will consequently see a bumper year of medical students entering their fourth year as currently intercalating students join a year of 3rd year students who are now unlikely to intercalate, given that it no longer counts for EPM and is extremely expensive. How the universities will deal with this huge number of students in fourth and fifth year in terms of allocating placements and delivering a high standard of teaching is unknown. 

4. This bumper year of students will be competing for the same number of foundation posts as any other, smaller year and previous degrees and publications will not be able to separate them out. This will likely leave many medical students disappointed with their allocations.

Pushing back this decision to 2026 will enable currently intercalating students to complete their intercalation year with the knowledge of receiving the EPM points they were promised on commencing it. It will also allow students who are currently in the process of making their intercalation decision to be unaffected by this new rule, and will enable next years' students to make a fully informed decision. Finally, delaying this decision until 2026 will give universities more time to plan for a bumper year of students so that it will not negatively impact training, which has already been severely impacted by COVID19.
