Toddler and parent parking bays to be used correctly

As a parent with a 9 month old, I find it frustrating when I go to any car park that has allocated bays for parents and toddlers... What I then find even more frustrating is seeing a car parked in the bay and spotting the owner... Who has no children with them. It's hard to use a normal bay to get my child in and out of the car due to needing the door wide open to get him out of his car seat.
I think it would help if we had to display a badge (just like disable people do) - this badge can be collected on the registration of your child at birth, your local council can supply you with one. This badge then has a start and expiry date on.
For example - the bays can be used until your child is 5/6.
