Stop tax credits adding £2500 to awards that won't be earned!!!

I found out today that HMRC (tax credits) add £2500 to awards (as discretionary payments) if your income for the current year is at all lower than last year. This is disgusting and sneaky. This makes your current years income higher results in lower weekly payments. I was advised it was a decision made by our government. This is a disgrace and I believe is complete wrong!! I hope you will all agree. Why should this government be allowed to add money to our incomes which we don't earn!!?? That already still include tax and ni payments as income and it needs to stop.
