Kelechi Nwaigwe started this petition to UK Parliament and

Everyone resident in the UK who make any immigration application are charged extra money different from the application fee. This fee is called the NHS Surcharge and on average cost a minimum of £500. This charge amounts to double taxation because generally all UK residents contribute towards the NHS by paying their taxes and through their NI contribution. The question is  why are immigrants charged twice for a health service they have already paid for? It is at best a discriminatory & unfair charge. Further, the unique relationship between the commonwealth countries and the UK should be considered by Parliament and Home Office as a basis to waive this surcharge, especially for commonwealth citizens already resident in the UK and contributing to the system. Also, Parliament and the Home Office should note that the already unbearable high cost of immigration applications and cost of living has left many immigrants impoverished. The UK immigration system should be fair and not appear punitive as it may have negative effects.
