Currently developers and house building companies are failing to complete their Section 106 commitments, ignoring local planning authorities and failing to create the community infrastructure that new communities desparately need. Despie these failures developers continue to build new houses and apply for new permissions.  Ensure developers and house builders who fail to delivery on their s106 obligations within three months of them falling due should have all further applications nationally refused until they do and fine them the value of the obligation every 14 days.
