Charter for Restoring Faith, Trust and Honour in our Parliamentary Democracy
1: MPs expenses: No MP to receive expenses for anything that an ordinary citizen cannot claim for. End subsidies for food and drink in Westminster bars and restaurants. Increase basic salary of MPs to £100,000 pa. for backbench MPs. This is an important and full time job. As such, second and third jobs are not allowed, including directorships of companies that may be hostile to the UK’s and public interest. £100,000 pa plus legitimate expenses is a decent salary for a backbench MP.
2: No person to sit as an MP until they have worked at a proper job for 5 years. This can be any job, for example self-employed or employee, or working for a charity. A proper job does not include paid employment working for an MP.
3: Ban corporate lobbying. This leads to allegations and apparent acts of bribery that are not usually available to ordinary citizens. Should MPs wish further information to enable them to do their job better, other ways exist to aquire this knowledge.
4: Commit to reform of the Lords, to include an elected, not appointed second chamber. Patronage has no place in a modern democracy. All existing peerages to cease within 12 months, including hereditery peerages and Bishops
5: Ban multiple media ownership. Right of reply of equal prominence for every instance of media lying. All media companies currently owned by more than one source, to be sold on the open market. An effective Press Commission be established to oversee, separate and independent of existing mechanisms, which will be abolished. No media ownership by companies or individuals who do not pat tax in the UK
6: Commit to reform of the Commons, to include a modern, written constitution enshrined in law. This to be devised by a panel of constitutional academics, MPs and citizens. To report progress to Parliament and the public every month. Panel to meet weekly. Initial report in 6 months.
7: Reform and abolish as necessary the arcane practises of Parliament. Include a modernised voting system. Consider moving Parliament out of London.
8: All parties to publish full details of all donations received on a monthly basis, with clarity on source, also published. The Speaker to be given powers to examine in depth all sources and the validity of those sources. This will necessitate a strengthening of the Speaker’s authority.
9: Automatic recall of any MP in breach and an immediate bye-election called following an investigation by the Speaker.
10: Strengthen the role and powers of the Speaker to compel MPs who lie in the House to appear and answer for their lies. This sanction to include suspension without pay. Enable the Speaker to establish a “fact check team”
11: Any proposed changes to procedures, policies and committees should be examined and signed off by the panel identified in point 7.
12: Any MP subject to police investigation for any offence, to stand down until the outcome is known.
13: Reduce the number of weeks Parliament spends in recess. Although MPs have important constituency work to do, which is a core component of their work, they do have staff working full time in their constituencies as well.
14: Disallow MPs employing family members as members of staff. This means that all appointments to an MPs own staff will be seen as open, fair and honest.
15: Each constituency to hold an Annual Meeting in public, to be addressed by the MP of that constituency. This to be an open meeting, not restricted in any way, open to all citizens of that constituency.
