New laws under THE TOWN AND COUNTRY PLANNING (FEES FOR APPLICATIONS, DEEMED APPLICATIONS, REQUESTS AND SITE VISITS) (ENGLAND) (AMENDMENT) REGULATIONS 2017 state that when your permitted development rights are removed for ANY developments you now have to pay a full householder planning application fee.
These rights include simple things including fitting a garden shed, a outhouse, block paving, decking ECT... It also covers what you are normally allowed as a extension to your property.
If the government wants us to have to apply for planning permission for a development that is free everywhere else because they have taken away our right. We should NOT have to pay a fee. This has been the case since development rights have been able to be revoked and should remain so.
