In 2004, the "fit and proper person test" was introduced into English Football to as a result of a number of football clubs falling into administration through poor financial management. The test was to ensure that prospective directors or owners of football clubs passed criteria to become owners and directors of them.

Since the test was introduced, it is clear the criteria does not go far enough, and as a result of this, several football clubs have become extinct or bankrupted by unfit directors/owners. 

Sheffield Wednesday appear to be the latest victims to mismanagement and unsuitable owners. In more recent years we have lost Bury FC, plus Wigan and Bolton have both entered Administration and survived by the skin of their teeth.

This time we again risk losing one of England's biggest clubs historically. This petition is calling on Parliament, the FA and the English Football League to urgently review the fit and proper test.

Please sign petition to ensure we don't lose a historic English Institution due to owners unfit to run football clubs.

We are asking Government to implement a review of fit and proper test to ensure safe running of football clubs in future.

  • An accreditation scheme for personnel taking up key positions within a football club including Chairmen, CEO's, directors of football and financial directors. 
  • Supporter representation on club boards to ensure that the views of supporters are taken into account when football decisions are made.
  • More transparency around clubs and their financial activities - designed at preventing blatant asset-stripping that has taken place at clubs such as Coventry City, Nottingham Forest and Blackpool in recent years. 
  • More intervention from the Football Association and EFL where there is evidence of clubs being grossly mismanaged including the power to expel personnel from clubs where such activity is taking place. 
  • Statutory regulations to be brought into place whereby clubs must employ key personnel in order to be granted a licence to enter the competitions such as the Football League, FA Cup and EFL Cup. 

Due to the sheer number of clubs falling into the hands of unsuitable owners, we call on the FA and EFL to act and review the current fit and proper person regulations to include the above and safeguard the future of some of English football's most historic clubs. 

We will also be writing to Karen Bradley MP, Secretary of State for Culture, Media and Sport to ensure that this issue of unsuitable football club owners is on the radar of parliament.
