Currently children’s services in Norfolk is woefully under funded and staff are so stretched they cannot properly manage their caseloads. Every child who has special needs is allocated an ‘EHCP Coordinator’ this person is in charge of ensuring that child’s plan is up to date, organise annual reviews and ensure the child receives the support agreed and written in the EHCP. My child’s EHCP coordinator currently has 774 children on her caseload. Please just let that sink in...... 774 children with special needs !  This is utterly unmanageable and catastrophic for the families concerned. Her workload is so huge that her average working day is 7am - 7pm. How can she be expected to work these hours and provide a quality service to the families and children she supports ? I have witnessed massive failings in the service over the past couple of months. Phone calls and emails are left unanswered from desperate parents because there are not enough staff to return calls or hours in the day to deal with them. My child’s annual review was 8 months late in happening and I left countless messages and emails for nearly a month and no one returned my calls, as a last resort I had to complain to Richard Bacon my local MP to finally get someone to call me back and have that important annual review.

Children's services in Norfolk is stretched to breaking point. It is letting down some of the most vulnerable children in society who desperately need support and letting down families who use the service. This needs to be discussed in Parliament at local and national level as this area of public service is failing, it simply cannot cope with the budget squeeze anymore. It is not fair on the children with special needs and it is not fair on the staff who have to try their best to manage a caseload which is completely disproportionate to their working hours. This sector urgently needs more funding and more resources before it collapses under the weight of pressure.
