Make the Armed Forces Covenant a Statutory Obligation, including a dedicated Ombudsman

The Veterans Covenant is a great idea, however, it is not a Statutory obligation for the NHS, Police or local services.
At the moment, the care and support our service leavers receive are a postcode lottery and most support and funding is targetted towards the south of England. However, service leavers often return to their 'home' area following the end of their service or medical discharge.
The rates of suicide amongst service leavers are at an epidemic amount and are not coming down, therefore the current system does not work. All service leavers should have a guaranteed level of support, no matter where they live in the Country. There should be a dedicated Ombudsman who oversees all areas and there should be accountability for any funding that is allocated in order to support service leavers in every area. There should be a National Pathway, that doesn't depend on where you live and someone, independent, to oversee that this happens.
With the anniversaries of D-Day, V.E day we honour those who have sacrificed their lives for the safety of our Country, but what about honouring the ongoing difficulties that the current service leavers face by enshrining the Countries obligations to those who sacrifice so much and still do for our Country?
