Local authorities to be compelled to open shelters for rough sleepers when its freezing

I never want to read again of a homeless person dying on the streets of the country I love. It is abhorrent to any standards of human dignity we aspire to as a society. It is a needless and horrifying death that should shame us all.
I’m asking something very simple - that every local authority be obliged to provide shelters to rough sleepers in their area when the thermometer hits freezing. Yes, when it is freezing, get people inside so they do not freeze.
Some local authorities are doing this but too slowly and some not all. It needs to be enshrined in law so that there is an obligation to have forward planning so that when this occurs people do not die of society’s neglect.
Yes, there are plenty of charities out there who provide support all year around however at times of extreme weather there needs to be an obligation for local authorities to open buildings whether school gyms or other premises owned by them and they need to employ people to get out there and get the rough sleepers in.
This country does not make provision for bad weather and this is why the county comes to a standstill when it occurs. However it must make provision to save lives.
