Justice and closure for child abuse victims

When the accused dies either during police investigation or before being brought to trial or convicted providing the police have enough evidence to support a conviction in a court of law The victims of the accused should be able to have the choice weather their perpitraiter has their name placed on the sex offenders register. This would enable victims to have some kind of justice and closure
