I believe that local councils should operate an "exceptional circumstances" clause for the 2 year childcare funding offer which would cover childcare for parents with a serious/terminal or chronic illness that requires regular hospital treatment, especially treatment that makes the parent unwell.
Having had cancer myself and subsequent treatment, I understand the difficulty with finding suitable/affordable childcare whilst attending appointments or due to feeling ill. It is also extremely beneficial to a child who has an ill parent to receive a continuity of care, rather than be passed to different friends and family when they are already going through an unsettling and difficult time. To have somewhere regularly to go to with friendly familiar faces is essential for them to have some normality. Life is a daily struggle without trying to work out how to cover childcare costs.
As some parents remain employed or working during a period of long illness, although they may not be classed as a "low earner" according to government criteria, childcare is simply unaffordable on most lower salaries.
