Compulsory flexible hours for parents with disabled children

Currently parents with disabled children can request flexibility in their hours with their employer, but the law says they don't have to grant them if they think it will affect business.
Whilst disabled children need care, you need to be able to provide for your child too, rather than rely on the state for everything.
I think the law should change and that a child's care should take precidence over business needs. Life with a disabled child is hard enough and we, as parents, who love and want to care for our children should be allowed by law, to take flexible working hours to provide care and provide financially.
