Change the fireworks Law on times

So basically year afer year irresponsible people are allowed to purchase fireworks and then let them off legally as I was informed by the police between 7am and 11pm unless they were deemed to be a public nuisance!
Now many people have animals that are terrified by the loud fireworks and many people have babies/small children that get woken by them also or scared.
So I question the law on these timings to be changed unless at a professional public display all other fireworks have no business being set off after the hours of 9pm really, majority of people will have consideration for others and not be setting them off after this time as a majority, I put it that it should be a public nuisance after 9pm.
There should also be more stringent guidelines for selling also but how this could be achieved is something else to be considered in conjunction with changing the law on times, there is no need for them to be available all year round and should be on sale in shops the week leading upto November 5th.
