Steven Rose started this petition to UK Parliament and

At a time when there are so many in need of housing, there are many private landlords out there who are buying up more and more available properties and charging massively expensive rents! They then impose impossible restrictions such as, no children, no housing benefit recipients and only accepting people on high incomes or with a guarantor (almost impossible to find someone willing to act as guarantor). With such a shortage of social housing I call on the government to cap the number of properties private landlords are allowed to hold (say, 5), unless they register as a housing association, and accept the relevant rules & legislation that goes with it, and also stop applying such aforementioned restrictions ( for example, not allowing tenants with children where the property is clearly intended as a family home, with 3 or more bedrooms, or benefit recipients). I further call for a cap on rents, to prevent the continuing greed & profiteering of many private landlords. The need for a guarantor can also be done away with, by the requirement to purchase the relevant insurance!
