Allow full time Kinship carers to exercise Parental Responsibility automatically

In the UK, hundreds of thousands of children are looked after full time by grandparents or other family members. The law does not allow such carers to exercise Parental Responsibility without first obtaining a court order. Without such an order, Kinship carers cannot make basic decisions such as where the child should go to school, what medical treatment the child should have or even to take the child abroad for a family holiday. Obtaining such orders is time consuming, expensive and often the Kinship carers are dealing with a major trauma such as the loss of child. The law automatically assumes that birth mothers and fathers are fit to exercise Parental Responsibility. When Kin are providing full time care for a child relative, allow them to do the same.
