Foreign Road Users Tax

I recently went on a European Road Trip (something I do fairly regularly) and ended up paying a fortune in road tolls. A lot of these roads (especially in Italy) were in terrible condition. One thing that struck me was that not only do we pay Road Tax here in the UK, we also have to pay all of the tolls when driving through Europe. This seems a tad unfair since we do not charge the rest of Europe any tolls to drive on our UK roads. For this reason I think the UK should adopt a system similar to Switzerland and Austria in which anybody entering the country that wish to drive on our roads should pay a flat fee of around £20. This would be an excellent source of income for the Country and would square things up a little with the rest of Europe.
