Boys volleyball in Texas high-school and middle schools

I don't want to write some long paragraph explaining why it's unfair that guys aren't allowed to play on girls sports teams but girls can play on boys sports teams. can we just get Title IX changed? one of the arguments is that guys are too strong to play on women's sports teams. but women athletes aren't the same as they were 37 years ago when the law was passed. Another thing we could have is men's volleyball teams but its Texas so schools would never have the budget to have a men's volleyball team right? besides, the guys would get called gay because they don't play football.
According To Title IX
"No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance."
However boys are not allowed to play volleyball in Texas schools, but girls are allowed to participate in boy's sports (football, baseball)
To make things worse most Texas schools do not offer boys teams for what is commonly considered girls sports in Texas. I have friends at school that would be willing to play on a boy's volleyball team if schools in Texas had them
There are also hardly any volleyball clubs in Texas that allow boys to play. There is only one club in the Houston area that I know of that allows boys to play.
