We, the citizens of this country, are regularly confounded by conflicting directives by the government and its agencies on the scope and jurisdictional ambit of the Aadhar Card.
Sometimes we hear that the Supreme Court has ruled that this card cannot be mandatory across the board. Then the government comes out with directives that the card will be mandatory only for availing certain Government schemes. A few days later we are told that even senior citizens cannot draw their pensions from banks without this magic card.
The confusion caused all over is unimaginable.
About a year ago, my LPG supplier refused to deliver my monthly quota without presentation of Aadhar number. After two months of no gas, I went to their office and appealed to the local manager of the agency, and miraculously he decided to resume the supply "as a special case".
Recently I went to a nationalised bank to open an account and was told I could no longer do so without my Aadhar number. I tried with another nationalised bank, and they opened an account without insisting on Aadhar.
Why is the implementation left to the whims of officials? WHY ARE THERE NO CLEAR DIRECTIVES BY THE CONCERNED AUTHORITIES (UIDAI) ?
Of late I have been receiving threats by SMS from my service provider (Vodaphone) that I must link my Aadhar number to my phone number or the service will be cancelled.
I have made three unsuccessful attempts in the last three months to apply for a card, but the centres are few and far between, and the staff are mostly unwilling or unable to accept more than a few applications in a day.
A Democratic government cannot use strong-arm methods to threaten its citizens. Nobody, except a few rights groups, opposes the implementation of a new scheme of individual identification. BUT IT CANNOT BE IMPOSED SUMMARILY WITHOUT ADEQUATE GROUNDWORK AND TEMPLATES IN PLACE.
THIS GOVERNMENT SEEMS TO TAKE UNHOLY GLEE IN ANNOUNCING GRAND SCHEMES OVERNIGHT WITHOUT DUE DILIGENCE.
WE DEMAND CLEAR GUIDELINES ON AADHAR CARD IMPLEMENTATION, ELSE IT SHOULD BE MADE VOLUNTARY UNTIL PROPER FACILITIES FOR ISSUING OF THE CARD ARE IN PLACE.
