In many colleges (basically in underdeveloped areas), the undergraduate students do not get the facilities to cope up with the requirement of the questions asked in the University exam. Hence, the majority of them land with percentages below 55% (especially for some subjects in Science, Humanities or Commerce it is too tough to score above 55%). Yet, when entering into Post Graduate those students get more marks (above 60%) as they get adequate facilities provided by the Universities and many of them who take part in PhD has good quality research as well as publish in good journals. They also obtain JRF in NET or avail other prestigious fellowships as per their own merit. Now, considering the new UGC regulation (vide. Notification No.F.1-2/2017(EC/PS) dated 9th February 2018 ), the minimum marks that will carry a score for the shortlisting of candidates in the post of Assistant Professor are set to be 55%. Anyone who fails to attain the limiting value will be devoid of 16 marks, which is sufficient to disqualify them from appearing in the interview automatically.
