On April 25, 2017 an exposé of the UC System was released by the LA Times detailing the Office of the President's (head by Janet Napolitano) failure to disclose to it's stakeholders, and the Board of Regents, that it had amassed $175 million in budget surpluses as a result of inflated budgets.
Despite the tens of millions of surplus dollars, the Office of the President acknowledged the need for additional funding and cited chronic state underfunding as the main factor for their request to the regents to approve an increase in tuition and fees in 2017.
Senior State Auditor, Elaine Howle has also detailed that the institution lacks safeguards to ensure accountability for where our money goes and cites the UC's constitutionally protected independence from state legislation as main factor. Howle has 34 years of auditing experience with the California State Auditor's office and is a reputable and trustworthy auditor.

And this isn't the first time scandal-plagued Napolitano has had the spotlight shone on her. In 2012, Napolitano left her previous position as a member of the President's Cabinet for the Department of Homeland Security under a "cloud of suspicion". "Many believe she abruptly left DHS because of some sordid dealings that were about to be discovered. Her tenure at DHS has been characterized by back-to-back lawsuits and multiple controversies regarding the agencies DHS oversees..."
Napolitano has been accused of deceiving ICE, Homeland Security, Congress about the Boston Bombing, TSA, US Customs and Border Protections, and now, the UC Regents.
Napolitano has risen to the top because she has mastered the art of keeping funding spigots flowing and limiting oversight and accountability of their spending. We need to let the regents know that we will not stand for a duplicitous, self-serving, and untrustworthy President, such as Janet Napolitano to run our schools.
