WHEREAS:

• The United States of American was founded on the principle of "no taxation without representation;” and 
• Over two hundred years later, residents of our nation's capital, the District of Columbia, are still denied the basic federal voting right of representation in Congress even though they pay federal taxes; and, 
• Our nation is the only modern democracy that denies the residents of its capital city the right to vote for and elect its representatives in the national legislature; and,
•  This injustice can be corrected through a constitutional amendment, statehood, or representation through a neighboring state.

THEREFORE: 

• We declare that the citizens of the District of Columbia have the right to be represented in the United States Senate and in the House of Representatives, in accordance with their numbers and equally with all other Americans; and, 
• We petition the President, the Congress, the DC government, and the States to recognize and correct the gross civil rights injustice that the people of the District of Columbia have endured and continue to endure as second class citizens; and,
• We call on all legislative bodies with jurisdictional authority to hold hearings that explore and consider the several solutions, and then to speedily act to grant DC residents full voting representation in the Congress of the United States through a Constitutional Amendment, by granting DC Statehood, or by uniting DC with a neighboring state.
