Credit card and debit card fraud is at an all-time high in the US.  Thieves are stealing credit/debit cards and making illegal charges.  Other thieves are simply stealing the credit card or debit card numbers and making illegal charges, mainly online.  In Europe, these types of fraud are almost non-existent because all transactions require a 4-digit PIN (personal identification number).  Thus, if thieves steal the card or the card number, the thieves cannot make any illegal transactions without the PIN.  It will take an act of Congress or the Senate to force the credit card companies to change their policies for the safety of everyone.  Billions of dollars are being wasted in fraud because the major credit card companies won't change their procedures in the US, and in the end the consumers and businesses are paying for the fraud.  The slight inconvenience of typing in a PIN for every transaction would make the entire credit/debit system more secure for everyone.  If the system stays as it is, the fraud will continue to drain our economy, and criminals will continue to profit from a severely broken system.
