This makes no sense!! Our military men and women should be the first notified about the adoptions of any of these dogs either they handled or that they'd like to adopt. I also feel it should be an automatic to offer the dog to the handler's family members if their loved one was a handler of one of the dogs and passed away. These dogs build relationships and bonds with their human companions and the families also build that bond. I can't imagine why they would let anybody be adopting these dogs above our military personnel and families first.
