The People of the United States of America refuse to be pawns of political parties. At no time should the United States government EVER be "shut down".  It is unfair to play politics with people's paychecks, causing hardship and possible financial catastrophe for individuals and families; workers who have done nothing but the job they were hired to perform.  It is the responsibility of our Congress to reach an agreement in a timely manner on all budget issues. This proposal is twofold:

I. In the event that a budget is not reached by the deadline, all business will continue as it was proceeding under the auspices of the existing ratified budget for the previous fiscal year.  All government employees continue working under the same agreement by which they are employed.  All parties to which the United States has made payment provisions will be paid as usual (as if there is no budget issue).

II. In the event that the United States Congress has not agreed on a new budget for the coming fiscal year, and the deadline has passed, Emergency Budgetary Working Hours will go into effect for ALL Members of Congress; to wit:  All Members must be present and remain in session, no less than sixteen hours per day, including weekends until a budget has been ratified.  An individual may only be exempted from this requirement as the result of a written doctor's recommendation.
