Veterans Issues Start With Title 38

A lot of our claims were decided before the doors to V.A. were ever opened. They were decided by politicians, not V.A.! They were decided before a lot of us got injured, sick or killed. Those things had to happen later so they would have names to put on the denial letters. I'm not saying that V.A. is faultless in this, there's plenty of blame to go around.
Title 38 is a set of policies, mandates and codes that are used by the government to avoid responsibility to Veterans and the families of servicemen and women injured and killed while serving this country. These are the guidelines used by The Department of Veterans Affairs when "deciding" our claims.
There are also a lot of trash bills etc. that Congress and The Senate do not want to deal with thrown into Title 38. I was told by Representative Hartzler's guy here in Lebanon, Missouri that it's complicated, they can't pick and choose, if they fix one they have to fix it all....convenient, right? For them any way.
These "guidelines" decide our claims, not V.A. There are thousands of homeless Veterans because of this, I know, I was almost one of them myself. I served this country for almost 13 years, I have spent the last 28 years fighting for benefits that should be automatic. The only thing that is automatic is the denials!
They use percentages of disability, just like what insurance companies do. What this does is it reduces the amount of compensation you receive. There are also thresholds that have to be met in order to get more benefits, including medications that don't have co-pays, dental and a lot more.
The Dept. of Veterans Affairs has to use these policies, mandates and codes, they do the dirty work and take all of the blame, I know, I blamed them for years. It was years before I ever read past the award or denial. The reason, it didn't matter why to me. I and most Veterans have very large and extensive records, service, medical and V.A.
As far as I am concerned, there are only a couple pieces of paper in those files that matter, our DD214 and our Line of Duty. The DD214 is our discharge, the L.O.D. is a simple one page fill in the blank form stating the who, how, where and when someone was injured, got sick or killed.
As far as I'm concerned, our L.O.D. makes our claim! Every denial, every appeal we have to file, every hearing we have to request and go to is a slap in the face and the same damn thing as being called a liar! I am familiar with the old saying it takes one to know one, however, it doesn't apply in this case.
